The Role
The Corporate Governance Policy & Framework Lead is responsible for the development, maintenance and continuous improvement of the CAA's corporate governance framework. The role leads the development of governance policies, standards, frameworks and supporting methodologies, ensuring governance arrangements remain effective, proportionate and aligned with legal, regulatory and organisational requirements.
Working closely with the Corporate Governance Services Lead, the role provides specialist governance expertise and supports the consistent application of good governance practices across the organisation. The role is responsible for maintaining governance frameworks and assurance approaches, monitoring external developments and supporting continuous improvement of governance arrangements.
Key Accountabilities
Governance Framework Ownership
- Lead the development, maintenance and periodic review of the CAA's corporate governance framework.
- Develop and maintain governance standards, principles and methodologies that support effective decision-making, accountability and transparency.
- Own key governance frameworks, including corporate governance, conflicts of interest, anti-fraud, bribery and corruption, sanctions, shareholding and accountability arrangements.
- Ensure governance frameworks remain aligned with legislative, regulatory and organisational requirements.
- Assess the effectiveness of governance arrangements and recommend improvements where appropriate.
Governance Policy Leadership
- Own and maintain the corporate governance policy suite.
- Develop governance policies, guidance and supporting documentation that promote consistent governance practices across the organisation.
- Ensure governance policies remain aligned with statutory obligations, regulatory expectations and recognised good practice.
- Provide interpretation and guidance on governance requirements, policies and standards.
- Lead the development and maintenance of governance documentation, including the Corporate Governance Manual, Group Policy Framework and Internal Confidential Reporting Manual.
Governance Assurance Framework
- Develop governance assurance methodologies and monitoring approaches to assess governance effectiveness.
- Maintain governance maturity measures, assessment criteria and governance effectiveness indicators.
- Support the development of governance oversight arrangements, including second line of defence governance activities.
- Design governance assurance frameworks that enable effective monitoring and reporting of governance performance.
- Review governance outcomes and recommend improvements to frameworks, controls and policies where required.
Governance Standards and Best Practice
- Monitor developments in governance legislation, public sector governance requirements and recognised good practice.
- Lead the review and development of governance frameworks arising from external developments, including changes to governance codes, accountability requirements and public sector expectations.
- Support implementation of emerging governance obligations and future governance requirements.
- Maintain relationships with governance networks and professional bodies to support continuous improvement and knowledge sharing.
- Promote governance practices that support organisational effectiveness, accountability and transparency.
Strategic Governance Support
- Provide governance advice and support to senior stakeholders on governance matters.
- Support Executive and Board reporting through governance insight, analysis and recommendations.
- Contribute governance expertise to organisational change activities and strategic initiatives.
- Support the development of governance approaches that strengthen accountability, oversight and decision-making across the organisation.
Ethics and Governance Culture
- Develop and maintain the policy frameworks supporting ethics, integrity and organisational accountability.
- Maintain governance requirements relating to conflicts of interest, internal confidential reporting, gifts and hospitality, fraud, bribery and corruption, sanctions and related governance controls.
- Support the development of governance standards and guidance that promote an open, transparent and accountable culture.
- Contribute to initiatives that improve governance awareness and maturity across the organisation.
External Engagement and Best Practice
- Monitor external governance developments and emerging best practice.
- Develop relationships with external governance networks and professional bodies.
- Represent the organisation on governance-related forums where appropriate.
- Share relevant developments and insights to support the ongoing evolution of the CAA's governance framework.
About You
Essential
- Significant experience developing, implementing and improving governance frameworks within a complex organisation.
- Demonstrable experience leading governance policy development and framework design.
- Experience providing governance advice and support to senior leaders and stakeholders.
- Strong understanding of governance assurance, controls and accountability frameworks.
- Ability to interpret complex legislation, governance requirements and regulatory expectations.
- Excellent communication, influencing and stakeholder-management skills.
- Experience leading governance change, improvement or framework development initiatives.
- Strong analytical skills with the ability to translate governance requirements into practical standards, policies and frameworks.
Desirable
- Chartered Governance Institute qualification or equivalent professional governance qualification.
- Experience of governance within a public-sector, regulatory or highly governed environment.
- Knowledge of public sector accountability frameworks, including governance obligations associated with Managing Public Money.
- Knowledge of aviation regulation and the wider CAA operating environment.
Additional Information
For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

Relocation & Property
The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years’ time. Our move is driven by strategic, operational and environmental considerations.
We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers.
We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028
