Mode: Hybrid (2 days a week)

Location: Newbury

The Role


As an OSS Technical Delivery Manager / Project or Programme Manager, you will be accountable for the end-to-end delivery of complex telecom OSS, network, connectivity and technology transformation initiatives. You will provide delivery leadership across multiple workstreams, ensuring agreed scope, schedule, cost, quality, governance and benefits outcomes while coordinating business, engineering, operations, architecture, security and supplier stakeholders.


Your responsibilities:


  • Lead OSS, network, connectivity and technology transformation programmes from initiation through implementation, operational acceptance and BAU handover.
  • Own programme delivery against agreed scope, schedule, budget, quality, benefits and strategic outcomes.
  • Develop integrated roadmaps, delivery plans, milestones, critical paths and dependency frameworks across multiple workstreams.
  • Establish effective governance, including steering committees, executive reporting, decision forums and escalation routes.
  • Manage programme RAID, scope control and change requests, ensuring timely mitigation, decisions and accountability.
  • Partner with sponsors, architects, SMEs, engineering, operations, security, risk, compliance and supplier teams.
  • Own financial management, including budgets, forecasts, actuals, cost control, investment governance and benefits realisation.
  • Manage resource plans, capacity forecasts, delivery demand, vendor performance and commercial commitments.
  • Direct rollout, release, cutover, go-live readiness, communications, service transition and operational acceptance.
  • Ensure architecture, cyber security, risk, control and regulatory compliance while driving automation and continuous improvement.


Your Profile


Essential skills/knowledge/experience:


  • Significant technical delivery, project or programme management experience in telecom OSS, network or connectivity environments.
  • Proven delivery of large-scale technology transformation and enterprise system integration programmes.
  • Strong understanding of Agile, Waterfall and Hybrid delivery methods, with the ability to select the appropriate approach.
  • Experience managing complex portfolios, multiple workstreams and cross-functional delivery teams.
  • Strong financial management capability, including budget ownership, forecasting, cost control and governance.
  • Expertise in programme planning, governance, RAID management, change control, release management and benefits realisation.
  • Strong senior stakeholder management and executive communication skills.
  • Experience managing vendors, suppliers, commercial commitments and contracts.
  • Experience working with architecture, cyber security, risk, compliance and control functions.
  • Knowledge of service transition, operational readiness, ITIL service management, service assurance and tools such as Microsoft Project, Jira, Azure DevOps or Pega.


Desirable skills/knowledge/experience:


  • Cloud transformation experience using AWS, Microsoft Azure or Google Cloud Platform.
  • Exposure to network automation, AI-driven operations and modern digital operations practices.
  • Experience leading business transformation, Organizational change and technology adoption.
  • PRINCE2, PMP, Agile/Scrum, SAFe or an equivalent recognized delivery certification.
  • Prior experience in a Tier-1 telecommunications environment.
