Purpose of the Role
The Target Operating Model Lead will be responsible for leading the design and implementation of a new Finance Target Operating Model.
Working closely with a third-party consulting partner, HR, Finance leaders and key stakeholders across the business, you will ensure the future model addresses current challenges, strengthens organisational capability and delivers a more effective and efficient way of working.
Following the design phase, you will lead the implementation of the approved model, overseeing people transitions, governance structures, service frameworks and performance management mechanisms to ensure successful adoption and long-term sustainability.

What You'll Be Leading
As the strategic lead for the TOM workstream, you will drive both the design and delivery of the future Finance organisation.
Key responsibilities will include:
- Leading the Target Operating Model workstream and acting as the primary counterpart to external consulting partners.
- Challenging and shaping organisational design proposals to ensure alignment with Finance Transformation objectives.
- Driving the development of future-state organisational structures, role profiles, capability frameworks and accountability models.
- Identifying capability gaps and partnering with HR to create skills, learning and workforce development strategies.
- Ensuring Finance is equipped with the capabilities required for a modern, technology-enabled future, including automation, analytics and business partnering.
- Developing and executing transition plans to move from the current operating model to the future-state organisation.
- Supporting organisational change activities, consultation processes and people transition programmes.
- Designing service delivery frameworks, shared service models, centres of excellence and ways of working where appropriate.
- Establishing governance structures, decision-making forums, accountability frameworks and performance management approaches.
- Defining KPIs, service measures and reporting frameworks to monitor success and drive continuous improvement.
- Managing stakeholder engagement across Finance, HR, Technology and the wider business.
- Preparing recommendations, insights and decision papers for programme boards, steering committees and senior leadership teams.
What We're Looking For
We're looking for a strategic leader with experience designing and delivering large-scale Target Operating Models who can balance long-term vision with effective execution.
Essential Skills And Experience
- Significant experience designing and implementing Target Operating Models within Finance or other complex corporate functions.
- Great understanding of organisational design principles, including operating structures, role design, spans and layers, capability frameworks and accountability models.
- Proven experience managing consulting partners and driving high-quality delivery outcomes.
- Experience leading large-scale organisational transformation, people transition or redesign programmes.
- Excellent knowledge of Finance operating models, processes and future digital Finance capabilities.
- Experience developing service delivery frameworks, governance models and performance management structures.
- Great stakeholder management skills with the ability to influence senior leaders and build alignment across diverse groups.
- Ability to navigate ambiguity and create clarity in fast-paced transformation environments.
- Excellent analytical, problem-solving and decision-making skills.
- Experience working within shared service, centre of excellence or global delivery environments.
- Exposure to ERP or Finance technology transformation programmes.
- Experience in workforce planning, capability development or organisational effectiveness initiatives.
- Previous experience in management consulting, organisational design or HR transformation roles.
- Change management qualifications or experience using recognised methodologies.
- Strategic thinker with a strong focus on delivery and outcomes.
- Confident in constructively challenging stakeholders and external partners.
- Collaborative and empathetic approach to organisational change.
- Excellent communication and storytelling skills, with the ability to articulate complex concepts clearly.
- Resilient, pragmatic and solutions-focused.
