Capacity Manager FTC
Reporting to the Head of Strategic Planning and Continuous Improvement, this role will be fundamental to maintain operational performance and customer experience through capacity; to do this, the role must influence a timely delivery of our future development programme; ensuring it is done in a way that supports the expected commercial growth of the airport during the construction period.
From an operational perspective, the Capacity Manager will work closely with the Continuous Improvement Team on short-term initiatives to release capacity as well as supporting the Capacity Declaration aspirations of London City Airport.
The Capacity Manager will also lead the team in delivering short-, medium-, and long-term operational planning forecast and capacity requirements to enable improved performance for our business, passengers, and key partners.
Main Tasks and Responsibilities:
Airport Performance and Operational Planning
- Identify Strategic operational KPIs for Operational performance review.
- Support the wider CI team and accountable Operations Directors to define KPIs to measure performance against.
- Drive regular operational update to the COO, covering operational insights, KPIs.
- Undertake short to medium term forecasting for operational areas.
- Implement a fit-for-purpose capacity modelling solution for London City Airport, that will resolve capacity and resource planning not only from a capacity planning perspective, but from an operational day-to-day one as well.
- Work with the Business Intelligence team to define the data requirements for the business, supporting the implementation of live-reporting.
- Inform, in the context of a changing infrastructure, the resource requirements for the operational budget over the next 5 years and on a rolling basis (i.e. provide, based on commercial forecasts, the FTE requirements in Security, Ramp, Customer Services, CADP support, etc)
- Responsible for submission of other regulated information such as ATP and OTP to the CAA.
Capacity Management
- Manage the submission of Level 3 Capacity Declaration documentation to ACL, according to the IATA WSG, maximising commercial opportunity and working in close partnership with the Director of Aviation.
- Develop the overall capacity strategy for London City Airport.
- Own acquisition, development and execution of accurate airport models and simulation tooling for London City Airport
- Manage the design and integration of analysis tools for Capacity and Operational Planning through Business Intelligence and advanced statistics tools.
- Deliver 3D simulation modelling, identifying opportunities for improvement and influencing stakeholders through effective presentations.
- Lead the delivery of short, medium and long-term capacity assessments to enable accurate definition of requirements, by undertaking high level modelling to assess future demand and requirements for airport pinch point areas.
Long-Term Planning
- Provide capacity analysis and assumptions to the Master Planning consultants to inform the long-term strategy of the airport up to 2045.
- Work with NATS to validate the ultimate airspace and runway capacities (achieve 52+ movements an hour on the runway)
- Identify key work streams required to start in the next 5 years to achieve the ultimate airport aspirations from a capacity improvement perspective, working closely with the Continuous Improvement Manager.
Airport Development Phasing
- Identify capacity requirements and bottlenecks to respond to an expected demand growth from 4.5 MPPA to 6.5MPPA and 9MPPA over the next 10 years during any investment programme.
- Work with the Project teams to ensure construction phasing maintain a minimum agreed capacity requirement throughout the development.
- Manage the Capacity Planning team to provide capacity modelling analysis to inform specialist equipment and technology solutions that will need to be purchased to support airport development.
Key Competencies:
Technical Expertise:
- Advanced knowledge modelling and simulation tools in the application of aviation modelling.
- Strong data analysis and problem-solving skills using tools such as Minitab and Power BI.
- An enabler with excellent problem-solving skills.
Operational Knowledge:
- Deep understanding of airport processes, systems (AODB, baggage handling, security screening), and regulatory compliance.
- Experience of delivery of airport capacity enhancement programmes that have enabled increasing aeronautical revenues.
- Experience of aviation seasonality and special events that can influence airport capacity and performance.
- Experience of Level 3 airports and interaction between the airport and key third parties such as regulators, airlines, handlers and suppliers.

Qualifications:
- Educated to a university level (preferably with a strong focus on Aviation, Airport Planning and Management) or considerable time in a role with in airport planning or related field.
- Experience of modelling tools/technology: Arcport , CAST , Airtop , Sim 3D etc is desirable.
- Strong IT skills especially Excel and other Microsoft Office applications; knowledge of advanced data analysis through Business Intelligence solutions (Fabric, Qlik, etc.) including data manipulation would be an advantage
- Experience and understanding of statistical tools e.g. Minitab or other analytical platforms for statistical analysis would be desirable.
- Fluent in English (both writing and speaking).
- Knowledge of aviation market with strong understanding of its operational and commercial principles.
- Experience in airport planning or related operations planning field.
- Experience of working across teams and multidisciplinary work streams, including project planning, quality control and progress monitoring, adapting to changing situations.
- Experience in process improvement and/or continuous improvement is desirable.
Working Hours and Conditions:
Full time permanent (on occasion you will be required to work outside of the stated hours and days in order to maintain customer operations, security, and training processes)
Requires CTC level clearance. - to gain clearance applicants must have resided in the UK for the past 3 years.
The role is offer on a Fixed Term Contract (FTC) for up to 12 months
