Commercial Framework Manager

Role Overview
As the Commercial Framework Manager, you will provide central oversight and commercial stewardship of Bellrock Consulting's framework portfolio — currently 98 frameworks across Building Advisory and Assets & Compliance, representing a combined gross framework value of £15.4bn and an estimated £6.9bn of indicative remaining opportunity.
This is a pivotal role in the growth of the division, ensuring Bellrock identifies, wins, mobilises and maximises every commercial opportunity available through our framework agreements. Working closely with Regional MDs, Bid Management, Commercial, Legal and Marketing, you will turn framework access into revenue through proactive account management, disciplined governance and robust commercial reporting.
Key Responsibilities
Framework Portfolio Leadership
- Act as the central point of ownership and oversight for Bellrock Consulting's full framework portfolio (currently 98 frameworks: 82 Building Advisory, 16 Assets & Compliance).
- Maintain and continually update the master framework schedule, tracking status, expiry and renewal dates, call-off routes, spend caps and remaining value across all agreements.
- Lead the go-to-market approach for headline frameworks, including CHIC Newbuild, Hyde Development Consultants, LPC Professional Services DPS, NHS SBS Healthcare Planning and Innovation Chain North.
- Identify new framework opportunities aligned to the Consulting Business Plan, and lead or support applications for new frameworks and re-procurements.
- Track and report on gross framework value, indicative remaining value and Total Addressable Opportunity, ensuring the schedule remains an accurate single source of truth.
Commercial Mobilisation & Call-Off Management
- Convert framework access into live opportunities, supporting Regional MDs and Business Development teams to identify and pursue call-off and mini-competition opportunities.
- Develop standardised call-off toolkits, template responses and pricing models to speed up mobilisation and improve win rates.
- Monitor framework utilisation to ensure Bellrock maximises drawdown against each agreement relative to its ceiling and remaining value.
- Act as the escalation point for framework-related bid queries, ensuring compliant, timely and commercially sound responses.
Compliance & Governance
- Ensure all framework activity is delivered in full compliance with procurement rules, framework terms and public sector procurement regulations.
- Own the audit trail for framework qualification, KPI reporting and management information returns required by framework owners (e.g. CCS, NHS SBS, regional consortia).
- Maintain accurate records to support due diligence, framework re-accreditation and audit.
- Work with Legal and Commercial teams to review and negotiate framework call-off terms and any framework variations.
Reporting & Commercial Analytics
- Produce regular sales and commercial reporting for the Consulting SLT on framework performance: value won, pipeline, utilisation and remaining opportunity.
- Build and maintain models to forecast framework income and inform strategic planning and target-setting.
- Benchmark Bellrock's framework position against competitors and best practice, identifying gaps and new opportunities across the wider public and private sector landscape.
- Provide insight and recommendations to the Growth & Commercial Director and Consulting SLT on where to prioritise framework investment.
Stakeholder & Cross-Functional Collaboration
- Act as the key liaison between Sales, Bid Management, Marketing, Legal, Finance and Regional MDs on all framework matters.
- Partner with the Marketing & Communications team to ensure frameworks are actively promoted and visible to clients and prospects.
- Support the Consulting Senior Leadership Team with market and competitor intelligence to inform strategic planning and business growth discussions.
- Encourage cross-functional collaboration with Intelligent Asset Care, Critical Engineering and Technologies to identify group-wide framework synergies.
Skills & Experience
- Proven experience managing public and/or private sector framework agreements, ideally within professional services, property, construction or consultancy environments.
- Strong understanding of UK public procurement regulations and framework structures (e.g. Crown Commercial Service, NHS SBS, regional consortia, DPS arrangements).
- Experience of bid management, tender writing or commercial contract management.
- Strong financial and commercial acumen, with experience of value tracking, forecasting and reporting.
- Advanced Excel skills, including pivot tables and dashboard and reporting design.
- Knowledge of CRM and bid management systems (HubSpot preferred) and data governance.
- Relevant academic qualifications (degree level preferred) in business, law, quantity surveying, construction or a related discipline.
- Professional qualifications (e.g. CIPS, RICS or APMP) desirable.

Working arrangements
