Shape the Future of Delivery Governance

Robert Walters is partnering with a leading global asset management organisation to appoint a Delivery Governance & Frameworks Lead.

This is a unique opportunity for an experienced governance and frameworks specialist to define and embed the delivery practices, governance models, standards and frameworks that enable large-scale technology and change initiatives to operate effectively across a complex enterprise environment.

This is not a delivery management role. Instead, you will focus on creating the governance structures, delivery standards and operating frameworks that support consistent, scalable and value-driven outcomes across a broad technology and transformation landscape.

The successful candidate will bring experience designing governance and delivery frameworks within complex organisations and will be comfortable working across structured, Agile and hybrid delivery environments to establish practical, adoptable standards that enhance delivery effectiveness.

Responsibilities

  • Co-design and implement governance models covering portfolio, programme and team-level oversight, including decision rights, escalation routes and stage gate criteria.
  • Ensure delivery governance aligns effectively with wider business and enterprise governance structures.
  • Build governance frameworks that operate successfully across structured, Agile and hybrid delivery methodologies.
  • Align governance touchpoints across the full delivery lifecycle, from demand management through to value realisation.
  • Develop and maintain delivery standards through collaboration with practitioner communities and working groups.
  • Define standards classifications, including mandatory, recommended and optional approaches.
  • Create and maintain core delivery artefacts, including initiation documentation, reporting templates, governance packs, risk frameworks and dependency management tools.
  • Own the lifecycle of delivery standards, including introduction, adoption, review and retirement.
  • Design and implement approaches for measuring adoption and effectiveness of governance standards.
  • Support onboarding, peer reviews and community-of-practice initiatives to embed governance frameworks.
  • Define and maintain clear ownership boundaries across delivery functions and business domains.
  • Design and enhance demand management processes to support visibility, assessment and prioritisation of new initiatives.
  • Support the development of delivery health metrics and portfolio intelligence reporting.
  • Design and maintain effective escalation pathways and stage gate processes.
  • Drive simplification initiatives by reducing unnecessary governance overhead, artefacts and reporting requirements.
  • Collaborate with senior stakeholders across delivery, architecture, engineering and business functions to promote a consistent and effective governance approach.

Skills Required

  • Experience designing governance frameworks for emerging delivery models, including AI-enabled delivery approaches.
  • Professional certifications such as PRINCE2, MSP, PMP, SAFe, MoP, PSM or CSM.
  • Experience with portfolio management and governance tooling.
  • Significant experience designing and implementing enterprise-wide governance and delivery frameworks within large and complex organisations.
  • Experience working within financial services, asset management or other regulated environments.
  • Proven track record of developing delivery standards and governance frameworks that achieve genuine adoption by delivery teams.
  • Strong understanding of delivery governance across structured, Agile, scaled Agile and hybrid delivery models.
  • Experience working within or alongside mature Enterprise PMO functions focused on delivery intelligence and governance excellence.
  • Experience operating within matrix organisations and managing cross-functional governance structures.
  • Strong understanding of delivery lifecycle governance, portfolio oversight and organisational change frameworks.
  • Ability to balance governance requirements with delivery efficiency and business outcomes.
  • Demonstrated ability to work independently, influence without authority and drive organisational improvement initiatives.

Desirable

  • Experience within financial services technology delivery environments, particularly vendor-led platform programmes.
  • Familiarity with delivery management capability frameworks and competency models.
  • Understanding of delivery performance metrics and their integration into governance and portfolio health reporting.
