The role is responsible for delivering all of the business operations elements that support the L&D team’s delivery of high quality, effective and engaging learning and coaching at the NAO. Reporting into the Director of Learning, Development & Talent on a day-to-day basis but with a dotted line to the team leads you will work with the Learning leadership team to ensure that learning strategy elements are delivered as effectively and efficiently as possible.
You will oversee the team responsible for core administration tasks relating to deployment of programmes, but also work with the whole L&D team, and the business, to ensure that budgeting, evaluation, monitoring, data reporting and risk and governance aspects are all managed effectively. This role supervises two learning coordinators.
Responsibilities
Oversight of core learning programme delivery elements including management of the LXP, deployment, logistics and monitoring processes as well as advising on communications and marketing.
Working with the Director of Learning, Development & Talent define the evaluation strategy and then implement and embed the agreed approach.
Determine appropriate data sets including monthly scorecards, to be monitored and shared, working with fellow People Team colleagues and the business to support our learning culture. Dealing with ad hoc data requests as required, in conjunction with the administrators.
Complete Operational Planning, team allocation, project creation and cash budget estimates for the year ahead
Manage the day-to-day L&D budget and expenditure and conduct monthly project reviews and signoff
Manage the L&D Business Intelligence data in the cube and any FF supporting activities
Maintain, develop and improve the LXP, ensure pages are up to date with engaging content, create and maintain system processes, resolve or escalate technical issues, manage metadata; constantly develop, improve and review new possibilities regarding usage and efficiency.
Responsible for the design and implementation of a Learning Content Register to be used consistently across the L&D function, maintaining accurate content records, review criteria and version control.
External training management – business cases and payment
Own and manage the L&D policies.
Maintain L&D team MS Teams file sharing structure to ensure information is stored in compliance with internal data security requirements.
Support the rest of the L&D team in creating best practice processes for end-to-end learning programme creation and maintain with an eye to quality and ISQM1 standards.
Report on specific controls within the ISQM1 standards on an agreed regular basis.
Consult with L&D specialists and other key stakeholders on design of content within the LXP to maximise functionality and reach.
Oversee the risk register and governance processes.
In conjunction with rest of team and L&D Leadership develop the Learning Communication strategy and plan, including Merlin pages.
Manage procurement and contracts incl. SLAs incl. Civil Service Learning
Transparency report / Annual report /other ext comms
Oversight of L&D inbox management
Develop improved processes for sourcing and managing facilitators and associates
Day to day management of two team members, including mid and end of year appraisals
Stay informed of industry trends related to learning technology and learning analytics to drive continuous improvements in process and our learning offer.
