Project Overview

The Project is the expansion of an existing process facility located on a nuclear site in Capenhurst, Cheshire (UK). The facility is being expanded in response to changing market dynamics and will provide a major component of UK’s energy security strategy. The Project scope currently includes overseeing the delivery of FEED and co-ordinating the delivery of design deliverables to facilitate construction contract award. Subject to successful completion of FEED, there is the potential for a follow-on EPCM contract to be awarded for the main works contract. The role will initially be based at the project design office (Warrington), however travel to the project site (Capenhurst) will also be required. Flexibility in work location currently includes a minimum of three days per week in person attendance at project premises.

Candidates will have or must be able to obtain an SC security clearance.

Job Summary

Senior/Project Quality Engineer shall work with project management team (PMT) and support Project Quality Manager (PQM) in delivering an effective, efficient, and proactive Quality Management System to enable project success. This shall include establishing project QMS, KPIs and metrics, performing root cause analysis, problem solving techniques, identifying lesson learned, auditing engineering, procurement, construction, commissioning processes and project quality management domain. He/she shall also support in establishing and maintaining quality system requirements of vendors/ contractors on project.

"This position is designated as part-time telework per our global telework policy and may require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership”.

Major Responsibilities

  • Develop and maintain Project Quality Management System (QMS), quality program/plan and procedures to ensure compliance with QA standards, guidelines and procedures.
  • Lead quality initiatives and activities on the project by coordinating with PMT and other stakeholders to ensure management goals and objectives are met.
  • Establish, review and monitor project KPIs/Metrics for any declining trends and support to take appropriate correction and preventive action as necessary and verify the effectiveness of action taken.
  • Plan/conduct/participate in the project quality and technical audits to verify the effectiveness of the project quality program/plan. Also, manage/support in audits conducted by the client, management, or regulatory agencies.
  • Facilitate/participate in various critical project reviews. i.e., KASE gate review, constructability review, Model review etc. Coordinate implementation and close out of action items.
  • Conduct/participate in Causal analysis (RCA/ACE), as required.
  • Review of material/service requisitions, technical bid evaluation and supplier submittals. Participate in kick off / pre-inspection meetings with vendors / suppliers, as required.
  • Perform supplier/contractor pre-qualification and evaluations. Participate/conduct audits and assessments as required.
  • Monitor implementation of the Lesson Learned and capture new lessons during the execution of project.
  • Manage corrective action program (i.e., Closed Loop Corrective Action) on the project. Provide inputs to periodic QA reports.

Education And Experience Requirements

  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.

Required Knowledge And Skills

  • Demonstrated experience with design controls, design verification and validation activities, process controls, construction or start-up activities, and risk management.
  • Good knowledge of Project Quality Management System, ISO 9001 certification at an enterprise level.
  • Proven data analysis, data verification, and problem-solving abilities. Experience with statistical reporting and analysis. Demonstrated ability to apply data driven decisions to execute sound business acumen.
  • Understanding of ISO standards i.e., ISO14001 / ISO 9001 / ISO 19443 / ISO 45001. As a minimum successful completion of an ISO 9001 Auditor Course. (required).
  • Applicable certification in Quality, e.g., Six Sigma (Green/ Black Belt), Lean skills, Certified Quality Manager (CQM) (advantage)
