Help shape how the UK’s central bank understands and responds to artificial intelligence and quantum computing.
Location: Leeds only.
The Bank of England’s Fintech Hub is looking for a Senior Fintech Analyst with technical expertise in AI and/or quantum computing to be based in our Leeds office. You will examine how these technologies work in practice, assess their implications for firms and the wider financial system, and turn complex technical evidence into clear advice for senior decision makers.
This is an opportunity to work at the intersection of technology, finance and public policy, contributing to decisions with economy-wide significance.

We lead high profile projects shaping the future of UK payments, including next-generation infrastructure, wholesale payments innovation and the digital pound. We also coordinate the Bank’s wider innovation and technology policy, working across teams to influence areas of growing Fintech importance.
PIFD brings together five specialist divisions
- Fintech Hub (where this role sits)
- Digital Pound and Retail Payments Design

- Wholesale Payments Innovation
- Payments Innovation Technology
Together, we aim to build a world‑class UK payments ecosystem and shape policy, product design and innovation across the sector.
Fintech Hub
The Fintech Hub sits within the Payments Innovation and Fintech Directorate and is the Bank’s centre of expertise on fintech and tech innovation. We lead strategic analysis on how innovation may support, or challenge, the Bank’s mission.
The Fintech Hub provides the analytical foundation and cross-cutting expertise needed to assess the impact of technology on finance. We look across the overall landscape, rather than at individual elements in isolation, to form judgements on emerging opportunities and risks and supporting the Bank’s development of coherent and comprehensive narrative on these developments.
Our current priorities include artificial intelligence, quantum computing and distributed ledger technology. We also monitor emerging technologies that could materially change financial services. This is a great opportunity to help shape the Bank’s approach to fast-moving innovation in an area of growing strategic importance.
Job Description
This permanent Senior Fintech Analyst role is in Bank’s Fintech Hub. We are a small team that acts as the Bank’s centre of expertise on fintech, guiding our exploration on how innovation and technology might support or challenge our mission. This is a senior individual contributor role with no direct reports.
It would suit someone who has developed credible technical expertise through industry, research, academia, government or another applied setting, and now wants to use that expertise to inform public policy. You will work flexibly within a small, inclusive and collaborative team where people can learn quickly, test ideas and contribute to high-impact work.
You will have the opportunity to apply technical expertise to questions that individual firms cannot answer alone: how emerging technologies could affect the resilience of financial institutions, the functioning of markets and payments, and the stability of the financial system as a whole.
The role will focus on advanced technologies, with a particular emphasis on artificial intelligence and/or quantum computing. We are looking for someone with proven technical knowledge in at least one of these areas who can apply that expertise to policy relevant questions and assess the implications for the financial system and the Bank’s objectives. We expect candidates to bring depth in at least one of Artificial Intelligence or quantum computing. You will not be expected to be an expert in both on joining, but you should be interested in broadening your knowledge and contributing across the Fintech Hub’s wider portfolio over time.
The successful candidate will apply and deepen their existing technical knowledge to strengthen the Bank’s understanding of how these technologies work in practice. They will engage directly with technical material such as system architectures, research papers, protocols and design documentation assessing the evidence, assumptions, limitations and practical significance of new developments. They will translate complex technical developments into clear, structured analysis for senior and non-technical audiences, supporting decision-making across policy, supervision, and financial stability work.
The role offers a unique opportunity to shape how the Bank monitors and responds to fast-moving technological change. This includes building market intelligence through internal and external networks, supporting cross-authority engagement, and leading cutting-edge analysis for high profile committees such as the FPC.
Role Requirements
We are recruiting one Senior Fintech Analyst role. The role sits in the Fintech Hub and focuses on how advanced technologies, particularly artificial intelligence and/or quantum computing, are evolving and what that means for the financial system and the Bank’s objectives.
You will operate as a senior fintech analyst, bringing proven technical knowledge of AI and/or quantum computing and applying it to questions relevant to the Bank’s mission. You will form clear judgements about how these technologies work in practice, the opportunities and risks they may create, and their implications for the resilience of firms and the wider financial system. You will not need to be a specialist in every aspect of both technologies, but you will need the curiosity, judgement and credibility to get up to speed quickly and explain why developments matter.
The role requires engaging directly with technical material (e.g. system architectures, research papers, protocol design). You will use this evidence to assess technological capabilities and limitations, challenge claims where appropriate and identify implications for policy, supervision, financial stability, monetary policy. This is not primarily a software-engineering or laboratory-research role. You will need sufficient technical depth to interrogate research, architectures, system designs and claims made by experts, and to form independent judgements about their practical significance.
We are looking for someone who will
- Approach the role with interest and enthusiasm, building their own knowledge in order to turn their hand to a number of team priorities;
- Bring and further develop strong technical knowledge of artificial intelligence and/or quantum, acting as a source of expertise on fintech innovation and its implications for the Bank’s mission
- Translate complex technical material into clear, structured analysis for non‑technical audiences, supporting decision‑making
- Build and maintain strong internal and external networks (including with regulators, firms and international institutions) to gather market intelligence, shape the Bank’s thinking, and inform our fintech priorities
- Work flexibly and collaboratively within a small team, taking initiative, managing competing priorities, and providing support and constructive challenge to colleagues
- Demonstrate strong organisational and management skills, prioritising effectively and ensuring high‑quality delivery
The type of work you can expect to be involved in, working closely with others in the team, will include:
- Developing deep technical understanding of AI and/or quantum, driving analysis on what it means for the Bank’s objectives, with a focus on medium term policy options
- Assessing technical evidence about advances in AI models or quantum systems and identify which developments are genuinely significant for finance
- Developing practical approaches for monitoring advances in AI and quantum computing, assessing their credibility and significance, and identifying where the Bank may need to respond
- Supporting and shaping the Bank’s approach to innovation in financial services, including engagement with firms and cross‑authority initiatives
- Contributing to supervisory and policy work related to fintech, including assessing risks to firms and the wider financial system
- Producing briefings and recommendations for senior Bank decision-makers and policy committees
We know that candidates do not always apply unless they meet every criterion. If this role excites you and you can bring strong technical curiosity, analytical judgement and a collaborative approach, we would encourage you to apply even if your experience does not match every point listed.
Minimum Criteria
- Proven technical knowledge of either artificial intelligence or quantum computing. This may have been developed through relevant professional experience, research, postgraduate study or equivalent applied work in areas such as computer science, physics, engineering, mathematics or another relevant discipline involving complex analytical or technical material. You do not need expertise in both areas.
- Experience of engaging directly with complex technical material, such as research papers, system architectures, model or system documentation, protocols, technical standards or experimental evidence.
- Demonstrated ability to analyse complex issues and communicate clear conclusions, including producing structured written work (e.g. briefings, policy notes) that are clear and accessible to non‑technical and senior audiences
- Excellent interpersonal and communication skills, both written and verbal, including the ability to engage and influence across seniority levels
- Experience of working effectively and collaboratively across multidisciplinary teams, including with external stakeholders
Essential Criteria
- Demonstrated commitment to keeping your technical knowledge current and applying it to new or rapidly evolving questions
- Ability to assess technical evidence critically, identify important assumptions and limitations, challenge claims where appropriate and distinguish potentially significant developments from those that are uncertain or overstated.
- Ability to apply technical knowledge to wider questions, identify potential opportunities and risks, and explain their relevance to organisational or public policy objectives.
- Ability to form and defend views under uncertainty, where the evidence is incomplete, technical developments are moving quickly or expert views differ.
- Experience and credibility engaging with and influencing external stakeholders (including firms, other authorities or international bodies) adapting your communication to different audiences.
- Ability to take ownership of work, manage competing priorities and deliver high quality analysis with appropriate independence.
- A collaborative working style and demonstrable experience of working across teams and getting the best out of colleagues and stakeholders.
Desirable Criteria
- Relevant experience in financial services, ideally within a regulatory, supervisory or policy environment
- Practical experience of fintech innovation, including engagement with industry or supervisory work
- Experience developing analytical frameworks, monitoring approaches or policy options in response to emerging technologies and financial innovation.
- Ability to think strategically, connect work across different areas, and focus on what matters most for the Bank’s objectives
- A proactive, self‑driven approach with the ability to independently manage workstreams and deliver results with minimal supervision
