Licensed sponsor Birmingham Full-time Posted 1 day ago

Are you an experienced Senior Procurement Manager looking to play a key role in one of the UK's most significant energy infrastructure programmes?

Do you have a strong background in construction or infrastructure procurement, with the commercial expertise to lead major subcontract packages, influence stakeholders and drive supply chain performance?

Then Laing O'Rourke could be the place for you!

We're looking for a Senior Procurement Manager to join our Great Grid Partnership (GGP) team, taking a leading role in developing and delivering procurement strategies across a portfolio of major infrastructure projects.

This is an exciting opportunity to be part of a nationally significant programme, working with experienced teams and supply chain partners to help shape the future of the UK's energy infrastructure.

The Project – Great Grid Partnership

The Great Grid Partnership (GGP) is supporting National Grid in delivering one of the largest upgrades to the UK's electricity transmission network in generations.

The programme forms part of the Great Grid Upgrade, a major investment in the country's energy infrastructure designed to increase network capacity, improve resilience and support the transition to cleaner, more sustainable energy.

Laing O'Rourke is one of the key construction partners, supporting the delivery of major infrastructure works including new substations, upgrades to existing infrastructure, overhead transmission lines and underground cabling.

This is a complex, long-term programme offering the opportunity to work collaboratively across multiple projects and contribute to infrastructure that will support the UK for generations to come.

What Will the Role Look Like?

As Senior Procurement Manager, you will take responsibility for leading procurement activities across GGP projects, ensuring the effective delivery of procurement strategies, subcontractor appointments and supply chain performance.

Your responsibilities will include

  • Leading the development and implementation of procurement strategies aligned with project and programme objectives.
  • Managing the end-to-end procurement process for major construction, infrastructure and specialist subcontract packages.
  • Overseeing tendering activities, including supplier selection, prequalification, tender evaluation, commercial negotiations and contract awards.
  • Working closely with Project Directors, Commercial Managers, Engineering and Operational teams to ensure procurement activities support programme delivery.
  • Developing and maintaining strong relationships with key suppliers, subcontractors and strategic supply chain partners.
  • Identifying procurement risks and opportunities, including supply chain capacity, long-lead items and market conditions.
  • Driving value through effective commercial negotiations, strategic sourcing and supply chain engagement.
  • Ensuring procurement activities comply with company procedures, contractual obligations and GGP governance requirements.
  • Monitoring procurement performance, reporting against key milestones and ensuring timely delivery of packages.
  • Providing leadership, guidance and support to procurement teams, promoting collaboration and continuous improvement.
  • Supporting the development of long-term procurement strategies across the wider programme.

What Skills & Experience Are We Looking For?

Essential

  • Significant experience in a Senior Procurement Manager or similar leadership role within construction, infrastructure, utilities or major engineering projects.
  • Proven experience leading procurement activities on large-scale, complex projects or programmes.
  • Strong knowledge of subcontract procurement, tendering, contract negotiation and supply chain management.
  • Excellent commercial awareness with the ability to manage procurement risks, drive value and influence commercial outcomes.
  • Experience working collaboratively with senior stakeholders, project delivery teams and commercial functions.
  • Strong understanding of construction contracts and procurement governance.
  • Excellent negotiation, communication and relationship management skills.
  • Ability to manage competing priorities and deliver procurement activities against challenging project programmes.
  • A proactive, solutions-focused approach with strong leadership and organisational skills.

Desirable

  • Previous experience working on major energy, power transmission, substations or utilities infrastructure projects.
  • Experience within a Tier 1 contractor or major infrastructure delivery organisation.
  • Knowledge of NEC forms of contract.
  • CIPS qualification or equivalent professional procurement experience.
  • Experience working within collaborative delivery frameworks or major infrastructure partnerships.
