Senior Technical Delivery Officer (Welfare, Revenues and Benefits)

Are you motivated by keeping critical public services running securely, reliably and efficiently?

Can you build strong relationships with colleagues, suppliers and stakeholders to deliver systems that support income collection, benefits administration and welfare services for residents across the city?

We are seeking a skilled and motivated Senior Technical Delivery Officer to join the team on an initial 12-month fixed-term basis.

This is a hands-on technical role offering the opportunity to play a key part in supporting essential services used by thousands of residents while contributing to system improvements, digital transformation and legislative change.

Interviews: 17 November 2026 (TBC)

For an informal discussion, please contact Darren Small: Darren.small@brighton-hove.gov.uk.

About the Role

This is an exciting opportunity to work at the intersection of technology, service delivery and business improvement.

You will support, develop and enhance systems that enable the delivery of Council Tax, Business Rates, Housing Benefits, Council Tax Reduction, Local Discretionary Social Funds, welfare support and debt recovery services.

Working closely with service teams, ICT colleagues and external suppliers, you will:

  • Administer and support business-critical Revenues, Benefits and Welfare systems used daily by frontline services.
  • Act as a technical lead for complex incidents, system issues, service requests and data queries.
  • Manage and support system upgrades, releases, testing, change control and implementation activities to ensure service continuity.
  • Lead or contribute to projects delivering new technologies, legislative changes, digital transformation initiatives and service improvements.
  • Analyse system performance, business processes and data to identify opportunities for efficiency, resilience and improved customer outcomes.
  • Produce, extract and analyse data to support business intelligence, performance management, statutory reporting and operational decision-making.
  • Work collaboratively with suppliers and stakeholders to deliver fixes, enhancements and continuous improvement activities.
  • Ensure compliance with information governance, information security, audit and data protection requirements.
  • Develop and maintain technical documentation, procedures and knowledge-sharing resources.
  • Provide technical advice, guidance and support to colleagues and stakeholders across the organisation.
  • Develop specialist expertise in allocated systems or service areas, becoming the team's lead adviser in those areas.
  • Support the development of colleagues and, where required, deputise for the Technical Delivery Manager.

About You

We understand that no candidate will have experience in every area listed below. If you can demonstrate relevant technical skills, problem-solving ability and a willingness to learn, we encourage you to apply. Full induction and support will be provided, and you'll be joining an experienced and collaborative team who are committed to helping colleagues succeed.

We are looking for

  • Experience supporting and administering complex, multi-user or business-critical systems.
  • Strong analytical and problem-solving skills, including the ability to investigate issues and implement sustainable solutions.
  • Experience managing incidents, upgrades, system changes and supplier relationships.
  • Experience working with data, reporting tools and business information to support service delivery and decision-making.
  • Strong communication and collaboration skills, with the ability to explain technical concepts to both technical and non-technical audiences.
  • Experience coordinating activity across multiple stakeholders, priorities and workstreams.
  • An understanding of information governance, information security and the secure handling of sensitive data.
  • A proactive and customer-focused approach to service improvement and technical delivery.

Experience in any of the following areas would be advantageous but we encourage applications from candidates with transferable skills who are keen to learn and develop in the role.

  • Revenues, Benefits, Welfare or related business systems, including platforms such as NEC, Civica or similar.
  • Local government or public sector environments.
  • Systems integration, interfaces and data management.
  • SQL, reporting tools, Microsoft 365 technologies or SharePoint administration.
  • Digital transformation, system implementation or service improvement programmes.
  • Project delivery, agile working or continuous improvement methodologies.
  • Coaching, mentoring or supporting the development of colleagues.
  • Balancing technical requirements with business and customer needs while identifying opportunities for innovation and improvement.

How to apply

Please read our Apply for a job at the council pages carefully. They give you all the guidance you need to complete your application as well as information on what will happen after you’ve submitted your application and at interview.

As part of your application, you will need to provide your education and career history and answer some application/shortlisting questions. Your answers to the application/shortlisting questions are the most important part of your application as they will be used in the shortlisting process to assess whether you meet the essential requirements for the role that are set out in the person specification and to decide whether you should be offered an interview. Before you start your application, please read our Shortlisting questions guidance (brighton-hove.gov.uk) as this gives important advice which will increase your chance of success in the shortlisting process.

AI advice for candidates

We are interested in hearing about your experience and skills in your own words. While we value people who know how to use AI, we ask that you minimise using it in your application.

We are keen to hear how your experience and skills align to our values and the skills and experience needed to perform well in our roles with clear real examples from you. To support you in this, we have guidance on using the STAR model which can help you ensure you are telling us your whole story. We also provide clarity on the skills we are looking for in our adverts and in the job description/person specification attached to each job advert.

All the applications we receive are read by at least two hiring managers and we do not use AI in this process. Our experience of reading applications is that those that have heavily used AI contain generic paragraphs that are strikingly similar to other applicants’ responses. This makes it extremely difficult to differentiate between applications, and doesn't give us enough evidence of your individual skills. There is a risk that we will therefore not be able to shortlist you. Instead, we recommend you ensure your application stands out by presenting clear examples of your actual skills and experiences in your own words.
