Connect to your opportunity
As an HR Quality Assurance Assistant Manager within the HR Risk & Compliance team, you will support the HR Risk and Compliance Manager in delivering independent, risk-based second-line assurance over HR services. You will assess whether priority HR processes and controls are appropriately designed and operating consistently and effectively, in line with internal policies, regulatory requirements and the principles of a mature quality management system.
Working across HR Services, you will partner constructively with process and control owners while retaining an objective assurance perspective. First-line teams will own the investigation and remediation of non-conformities, including root-cause analysis and corrective actions; you will monitor progress, test closure evidence, identify recurring or systemic themes and support timely escalation through the quality assurance framework to relevant governance forums.
Key areas of impact will include
- Delivering risk-based quality assurance: Support the HR Risk and Compliance team to maintain a proportionate assurance plan informed by process criticality, regulatory exposure, service performance, change, incidents, and previous review findings.
- Conducting second-line reviews and control testing: Plan and perform evidence-based reviews of priority HR processes and controls, assessing defined requirements, implementation, operating consistency and effectiveness, and documenting clear conclusions.
- Maintaining assurance standards and methods: Support the development and consistent application of the HR quality assurance framework, including review methodology, sampling approaches, evidence standards, rating criteria, reporting templates and records.
- Reporting quality performance: Analyse indicators covering service quality, control effectiveness, compliance, incidents, repeat findings and remediation progress, translating data into clear insights for process owners and governance forums.
- Monitoring findings and corrective actions: Record and track non-conformities and improvement observations identified through assurance activity. Partner with first-line HR Services teams, who remain accountable for root-cause analysis, corrective-action design, delivery and sustainable resolution.
- Validating closure and escalating risk: Review evidence supplied by first-line owners to assess whether agreed actions have been implemented and are operating as intended; identify overdue, ineffective or recurring actions and support escalation through the agreed framework.
- Driving systemic insight and continual improvement: Identify trends, cross-process dependencies and recurring control weaknesses, and recommend targeted improvements while preserving first-line ownership of process design and remediation.
- Supporting process and information governance: Assess whether process documentation, controls, ownership, records and evidence are current, accessible and appropriately governed, using shared mailboxes, distribution lists and document-management practices as relevant review examples.
- Providing supplier and third-party assurance: Test the operation of relevant HR vendor, procurement and third-party risk controls as part of the wider risk-based assurance plan (including Business Relationship Management Systems and Third Party Risk Management), including ownership, oversight, compliance and evidence of performance.
- Building quality capability: Provide practical guidance and awareness to HR teams on assurance expectations, evidence quality, control operation and preparation for reviews, and contribute to wider HR quality, risk and governance initiatives.
- Supporting wider HR operational priorities: Contribute to broader HR governance and risk management initiatives, and undertake other ad hoc People Operations activities as required.
Connect to your skills and professional experience
We’re looking for someone who combines practical quality assurance expertise with sound judgement, professional curiosity and a collaborative approach. You will be comfortable working within a second-line model: objectively testing processes and controls, communicating evidence-based findings, constructively challenging owners and helping governance forums understand where attention or escalation is required.
You're a natural problem solver. You enjoy understanding how processes work, identifying opportunities for improvement and using data and evidence to recommend practical, sustainable solutions that improve quality and reduce risk.
You're highly organised and detail-oriented. You take pride in maintaining high standards, ensuring accuracy and consistency, and establishing controls that support effective governance and operational excellence.
You're a trusted collaborator. You build strong relationships across teams, communicate clearly with a range of stakeholders and can influence positive change through partnership and expertise.
Essential
- Experience undertaking operational quality assurance reviews, compliance monitoring or controls testing within a risk-based assurance framework.
- Ability to assess process and control design, implementation, consistency and effectiveness using documented criteria, appropriate sampling and reliable evidence.
- Strong analytical skills, including the ability to interpret quality and control data, identify trends and systemic themes, assess risk and reach balanced, evidence-based conclusions.
- Experience writing clear assurance reports and presenting proportionate findings, risks, recommendations and escalation points to process owners and governance stakeholders.
- Experience monitoring corrective-action plans and evaluating closure evidence while maintaining clear accountability with first-line owners.
- Strong stakeholder management and influencing skills, with the confidence to provide constructive challenge, manage differing perspectives and support appropriate escalation.
- High standards of accuracy, objectivity, professional judgement and record keeping, with the ability to manage multiple reviews and priorities.
Desirable
- Experience working within HR operations, quality assurance, compliance, risk or governance in a large and complex organisation.
- Working knowledge of quality management principles and process-based assurance aligned to ISO 9001 or comparable recognised good practice; formal certification experience is not required.
- Understanding of the respective roles of first- and second-line teams in identifying findings, completing root-cause analysis, implementing corrective actions and providing independent oversight.
- Experience of assurance planning, test-script development, sampling, quality metrics, issue classification, action tracking or closure validation.
- Knowledge of HR process governance, data and information controls, supplier assurance, procurement governance or third-party risk management.
- Relevant quality, audit, risk or controls qualification, or equivalent practical training.
